The Right to Information Act, 2005 empowers Indian citizens to seek information from public authorities to promote transparency and accountability. Although VCSD is a private educational institution, it voluntarily complies with the spirit of RTI by facilitating access to relevant information related to academic, financial, and administrative matters.

Designated Public Information Officer (PIO)

To handle all RTI-related queries and requests, VCSD has appointed a Public Information Officer (PIO) and an Appellate Authority, as required under the RTI Act.

How to File an RTI Application?

Any citizen can seek information by submitting a formal RTI application to the Public Information Officer (PIO) of VCSD by:

In Writing: Submit a written application (typed or handwritten) specifying the information required clearly.

Online: Email the request to rti@vcskilldevelopment.inwith the subject line “RTI Application.”

Payment can be made via Demand Draft, Postal Order, or online transfer as per instructions provided by the PIO office.

Fee exemptions are available for applicants who belong to below poverty line (BPL) category or other exempted groups as per RTI guidelines.

Grounds for Refusal of Information

VCSD respects the confidentiality and privacy of individuals and complies with provisions under the RTI Act that allow refusal of information in cases involving:

  • Personal information without consent.
  • Commercial confidence, trade secrets, or intellectual property.
  • Information prejudicial to national security or public order
  • Cabinet papers or records related to policy formulation
  • Information that would impede the process of investigation or legal proceedings.

Appeal Process

If an applicant is dissatisfied with the response from the Public Information Officer, an appeal can be made to the Appellate Authority within 30 days of receiving the decision.

Further, a second appeal can be filed with the Central Information Commission or State Information Commission as per RTI Act provisions.

VCSD compiles and publishes an Annual RTI Report on the number of RTI
applications received, disposed of, and pending.
The report also highlights common types of requests and steps taken to improve transparency.
